HOA Minutes November 15, 2022
The meeting was called to order at 7:20 p.m. Present were John Rodgers, Lori Rodgers, Cody Faust, Chelsea Faust, Phillip DeCoster, & Tony Winter.
- Minutes of the August 11, 2022 meeting were approved as amended.
- New Business
- No current board member has signatory rights to the old bank account (Lori contacted Hilary, the previous president, who says it was done last year, although the bank disputes that). The treasurer will attempt to transfer all the funds to our checking acct and then do an electronic transfer to the InTrust account.
- Our current budget didn’t fully utilize maintenance, tree planting, or the amount allotted for roads. For 2023 we can assume a minimum 10% inflation but the HOA has used funds wisely and well. (For example, there was no need for watering of common areas.) We should have enough for paving for next year. We need to have the water shut off for 2022. The treasurer will verify if the property tax was paid twice, as 2 similar billings were received, per John. The board needs to work on the planting/maintenance of trees on common areas. The 2023 budget & 2022 outlays/expenditures should be put on the website before the end of 2022.
- Tony made a motion to retain the budget at the current level for 2023 and to maintain dues at current level; it was seconded by Lori and unanimously passed.
- After a brief discussion it was decided that John will contact Shawn and ask him to do the winterization for the irrigation system.
- Trees: Cody and Phillip walked around the neighborhood and provided the board with a list of 9 properties that need reminders about tree upkeep. John will look at them to verify before sending letters to the homeowners; owners need to have professionally provided proof of viability, whether ash or other trees. John will circulate a draft letter to board before sending them via certified mail. Any trees that need removing must be replaced, per our Covenants, with “similar” trees. The Board will not specify but they should have a mature height of at least 20 feet.The letter will state that replacements must be completed by October 15, 2023. Homeowners will be assessed a $100 monthly fine starting in November 2023 if their tree(s) have not been replaced by then.
